A lista apenas serve de guia aos membros do público com base em informações e consultas recebidas pelo BNM. A maior parte da empresa na lista é o regime de troca de divisas ilegal e a empresa de investimento de ouro ilegal. O indivíduo da empresa listado como ilegal porque não é um revendedor autorizado ou não obteve a permissão do Controlador de Câmbio sob a Lei de Controle de Câmbio 1953 (ECA). Na maioria das vezes, os funcionários serão encorajados a se aproximar de sua família, parentes e amigos diretos antes de visarem os membros do público. 3) Os operadores ilegais geralmente retratam uma imagem profissional e respeitável, um layout de escritório de alta tecnologia e instalações avançadas de TI, como uma tela de LCD exibindo movimentos em taxas de câmbio para dar a impressão de que um negócio legítimo e real está sendo conduzido. Essas instalações são apenas uma falsa frente.
